Why is it that in Captain Picard's ready room on the Enterprise NCC 1701-D there is a window when the blueprints of the ship clearly show a hall to be on the other side of his wall?

If you check the capital improvement invoices ordered for the ready room after completion of the the NCC 1701-D, you'll see that the 'window' is not actually a window but an image screen displaying live exterior views.
